October to November, and March to May
These are the best months and it is not close. Air temperatures sit in the high twenties, the sea is around 25–27°C, and the wind that makes summer bearable has not yet become the wind that cancels boat trips. Cairo and Luxor are comfortable to walk around rather than something to be endured.
December to February
Air temperature drops to around 20–23°C in the day and can feel genuinely cool after dark. The sea holds at about 22°C — swimmable, but most people want a shorty wetsuit for a full day of snorkelling. This is the best window for the long inland trips, because the Valley of the Kings in January is a pleasure and in July it is not.
June to September
Desert safaris and the Cairo and Luxor day trips are hard work in this heat — if they matter to you, come at a different time of year or take the versions that travel overnight.
